Bump env-canada from 0.17.0 to 0.18.0.

Changes since 0.17.0 (from the changelog):

• ECMap/ECRadar: Add interpolation init parameter to smooth the WMS-rendered radar layer instead of leaving it pixelated, using the INTERPOLATION=TRUE WMS parameter (suggested in env_canada#143). Defaults to False, matching previous behaviour, so this bump alone changes nothing for existing installs.
• ECMap/ECRadar: Add webp init parameter to request the radar layer as WebP instead of PNG and return output as WebP instead of PNG/GIF, trading bandwidth for latency. Defaults to False, matching previous behaviour, so this bump alone changes nothing for existing installs.

This bump alone doesn't expose the new interpolation/webp parameters in the environment_canada integration's options flow — that's a separate, stacked follow-up.
