This PR introduces the
nearbytopic into the state machine. Published by the coms broadcaster, the nearby.ms illustrates which IP addresses are in range. We deprecate the global connection_check for this namespaced topic, where each robot can publish their own nearby information.NOTE: Identifying a parent or child robot will require the use of their static IP. This will not change in our demos or experiments and is guaranteed to be unique.
