Picks up the no-devin pin refresh (search 0.2.0, qa-pack 0.2.0, doctor 0.3.0 — all published today) plus accumulated v24→v30 drift: internals-spec 0.3.2, metrics 0.2.1, redact 0.2.2, data-scientists audiences, empty git_required_tools. build_update_plan compared channel but not the extras set — an existing poordjaevin==0.1.2 would report current against poordjaevin[local,mcp], stranding installs without the mcp/local deps. Same-version spec changes now plan `uv tool install --force`. Plus literal-pin coverage for the agent-tools set and changelog sync with the v30 regen. installed_uv_specs rebuilt `name + specifier` and dropped the extras list — a tool installed with extras read back bare, making the new extras comparison flag it spec-changed on every update (infinite reinstall).
