docs: add pub.dev link and sync README/docs to v1.3.1

• Add a pub.dev link to both README.md and README_zh.md (placed between the official site and GitHub links).
• Sync documentation to v1.3.1: bump package version references (^1.3.0 → ^1.3.1), update upgrade notes and alert throttling description in the Chinese README, and bump the pub version in docs/Installation.md.
