Add a tool to import MCUXpresso SDK code into hal_nxp and re-apply the patches hal_nxp carries on top of upstream.

SDK code is imported by direct file copy (not a git merge): only a curated subset is kept. Patches hal_nxp carries ahead of a release are tracked by commit-message trailers plus a per-entry checkpoint, so the sync can skip the ones the new release already absorbed and re-apply the rest.

  • import.yaml: what to copy from which repo@revision, and how to trim.
  • scripts/sync_msdk/: the sync_msdk.py CLI and _sync/ package, plus import-schema.md (import.yaml reference) and sync-guide.md (guide).
