According to the documentation, these functions must return static strings, so NULL was not valid. Fixes wolfSSL#6474.

Description
Alert on out of order messages with unexpected_message. This was erroring out before but was not alerting.
Send missing_extension alert when unexpected PSK extension is received.
Change X509_get_default_cert_* stubs to return empty string.
Fixes #9531, #9503, #6474

Tested using provided reproducer.
