NOTE: Updating the linter now pops up a lint warning when the app runs on local. Check to see if this will happen in prod.

Upgraded storybook in steps from versions 7 -> 8 -> 9 -> 10
Turns out the
NPMissues were caused by trying to upgrade it all at once and some confusion on the updater's part on dependent packages.eslint&chromatic-com/storybookwould be updated to way too high of a version, and would need to be downgraded to match the storybook update step.
