closes #131
(this PR description is used for tracking work progress.)

In this PR

  • add description to top level README
  • update README in drafts for ToC and links
  • rename files under drafts to align with charter names
  • rename files under drafts which are not drafts of JLreq-d, into something noticeable name, or into subdirectory - like supportive memo or points need to be considered

Need to be done after PR merges

Now, README only has top level section names, but nothing for lower level, which shall be checked at content for each top level sections - since it may change time and time, and in result discrepancy could occur between index page and content (as we suffered always,,).
But, having something with list of both top level and one lower level have benefit that we could get overview of the entire document at once, so 1) keep current without such page, or 2) having one another page (than README) with such content (along with anchor links in files) with strong remark that this list may differ from real, and also last updated epoch.
how do you think @kidayasuo ?

Shimono-san, thank you so much for pulling everything together into a clear structure! I know we'd scattered notes across a bunch of files, and honestly it was pretty messy. It looks so much clearer now, and I really appreciate you taking the time to organize it.

Here are my comments:

  • regarding removing old wiki contents: I am fine with any structure, as long as we can refer to the old text later. I would like to check the draft, when it became near final, against these old text to make sure we covered everything we wanted to cover.
  • regarding README having only the top level section names, I think it is the way to go for now. We can add lower level section names when we are confident that they became more or less stable.

I am now reviewing the content……

draft ToC is archived with dated at https://github.com/himorin/jlreq-d/blob/202606-tocreorg/drafts/archive-ToC-20260609.md
also with note on possibility of ToC would be updated without modification of archived ones
