What is the purpose of this pull request?
To update the zip code list for Colombia as per a client request. Tracked in LOC-24597.
What problem is this solving?
Merchants were having issues with missing zip codes from the outdated list.
How should this be manually tested?
You can try completing the purchase flow using any postal code on the COL file, especially any that is also contained in the sheet provided by the requestor of our LOC task.
