What to build

Add or improve tests that verify authorized Admin Center configuration, archiving, AI-safety, and reference-governance workflows from activation through successful and rejected mutations.

Acceptance criteria

• Tests exercise the scoped behavior, including reachable success, rejection, failure, and edge paths.
• Every qualifying production-runtime file in this scope reaches at least 85% statements, branches, functions, and lines, or an exception is individually justified as non-runnable or unreachable under the audited boundary.
• The focused tests and the production-only coverage measurement pass, and the resulting scoped counts are reported to Raise runnable production-code coverage toward 85% without enforcement #622.
• Production behavior is not changed solely to manufacture coverage, and coverage exclusions are not broadened.
