Add persistent filters for the top log view

Summary

• add a persistent Filter Top checkbox to predefined filters
• hide upper-view lines matching any enabled top filter while leaving lower searches on the complete log
• preserve original line numbers, marks, navigation, overview clicks, and live-log refresh behavior
• keep existing predefined-filter files compatible

Build compatibility included

• update artifact/cache actions used by CI
• support the current CMake policy floor
• fix current MSVC Windows packaging paths

Validation

• Windows x64: build, tests, packaging, and artifact upload passed
• Windows x86: build, tests, packaging, and artifact upload passed
• Ubuntu 22.04 and 24.04 jobs passed
• focused tests cover top/bottom independence and saved-filter compatibility

The macOS arm runner currently fails during dependency configuration because /usr/include/mach/exc.defs is unavailable; it fails before compiling this change.
