Summary

Adds AGENTS.md with project rules for contributors and coding agents:

  • Localization: use DragonKit L(_:), never LocalizedStringKey; semantic keys; read shared wording from the kit; every key in all seven locales (plus knownRegions / whats_new_path for a new locale); withEnglish { } for English-copy tests.
  • Tests and conformance: @testable import Ice_2; re-run scripts/add-icetests-target.rb after adding a test file; prove a .dragon-conformance.json glob change with an injected fault.
  • Dependencies and concurrency: Sparkle is transitive via DragonKit (edit the dragon-kit package reference, diff Package.resolved); Swift 5 mode / minimal strict concurrency stays until the MenuBarItemManager EventTap captures are fixed and hand-verified.
  • Releases and platform: a DragonKit adoption is a minor bump recorded under ### Internal; no iCloud ubiquity container / CloudKit, since the app is Developer ID only and unsandboxed.

New AGENTS.md with rules for localization (L() not LocalizedStringKey,
semantic keys, kit-owned wording, seven-locale coverage, withEnglish),
tests (Ice_2 module, add-icetests-target.rb, conformance fault
injection), dependencies (Sparkle is transitive via DragonKit), the
deliberate Swift 5 / minimal strict-concurrency setting, minor bumps
for DragonKit adoption, and no iCloud containers for a Developer ID app.
