What does this PR do?

People who want an agent to write a Symposium plugin have no easy way to hand it our docs: the material is spread across many pages written for humans.

This adds https://symposium.dev/crate-authors/llms.txt, next to the crate author guides: a short file written for agents that covers where a plugin lives, skills, hooks, MCP servers, subcommands, gating, recommendations entries, and how to check the result, linking to the reference for the details. mdBook publishes it as is, so the build doesn't change. The crate author guides link to it.

Best merged after #321 and #322, whose content it follows.
