feat: transfer group owner

Adds "Transfer Ownership" into groups, so you can make someone else the group owner.. Pretty simple (meerkat noises)

How was this PR tested?

Tested locally and assured it only displays when in a group, That the transfer feature actually worked. Alongside; Making sure it doesn't show when clicking on own user.
