fix: attribute project-owned MU plugins to soulteary

Summary

• add a complete WordPress plugin header to the project-owned SQLite Database Integration loader
• add Author: soulteary to the project-owned local core update MU Plugin
• add a regression test that derives project-owned root-level MU Plugin sources from the Dockerfile and requires both Plugin Name and Author: soulteary

Scope

The bundled WordPress/sqlite-database-integration subtree is an upstream component and retains its original attribution.

Validation

• bash tests/test-mu-plugin-metadata.sh
• syntax-check all repository shell scripts with bash -n
• git diff --check
