docs(cobol): GA — remove Early Access, plan restriction; add COBOL to Agent Fix languages

COBOL support for Snyk Code moves to GA.

From the COBOL language page and the COBOL rules page this removes:

• the Early Access designation and the Snyk Preview enable-the-feature step;
• the Enterprise-plan restriction (COBOL scans regardless of plan, consistent with the other languages).

On the Agent Fix page this adds COBOL to the list of supported languages. The Autofixable column on the COBOL rules table stays as-is — Agent Fix is live for COBOL.

Draft until the release ships (targeting Aug 17).
