This allows the SELinux module to be built independently of Trivalent. Also modify its dependencies so Trivalent isn't a hard dependency of trivalent-selinux.

To avoid the added complexity of having to match the Trivalent version number, the package epoch is set to 1, allowing a reset of the versioning scheme.
