Rust Driver 1.7.0 introduced session-level DC and rack configuration (scylladb/scylla-rust-driver#1440). It's superior to per-LBP configuration, because in the future it will be used for configuring other things too (e.g., scylladb/scylla-rust-driver#1279). Let's expose these settings in the C API.
