Add auto-ping feature to reset Codex quota windows

Add support for automatically sending requests to Codex accounts to trigger new quota windows (5h/1w cycles) as soon as possible. This allows faster quota reset access.

Use Case

Codex accounts have limited quota windows that expire after periods of inactivity. By automatically pinging the account whenever a quota window is about to expire, users can access fresh quota windows immediately.

Reference

The decolua/9router project implements a similar auto-ping feature that successfully cycles quota windows on demand.

Suggested Implementation

• Add a toggle to enable/disable auto-pinging for Codex credentials
• Automatically ping as soon as the quota window is about to expire
• Integrate with existing quota management system

Details

When enabled, the system should automatically send a request to trigger a new quota window without requiring manual intervention.

Perhaps this would be better suited as a separate project from CPA? Maybe it already exists..?
