Add CPA Account Vault

Add CPA Account Vault to the plugin registry.

We are closing this pull request due to the following issues:

1. Multiple plugins bundled in a single PR:
   This PR is titled "Add CPA Account Vault", but its diff adds two separate plugins (cpa-account-vault and cpa-balance-pilot). To ensure proper traceability, changelog generation, and individual reviews, each plugin must be submitted in its own dedicated pull request.

2. Missing release artifacts for cpa-balance-pilot:
   The entry for cpa-balance-pilot in registry.json specifies version 1.0.1. However, GitHub Release v1.0.1 does not exist in zhangshilun/CPA-Balance-Pilot (the repository only publishes releases v1.0.2 and v1.0.3). As a result, plugin store installations for 1.0.1 will fail.

Next Steps

• Please submit separate pull requests for cpa-account-vault and cpa-balance-pilot.
• For cpa-balance-pilot, update the version to a published, valid release (such as 1.0.3) that contains all necessary platform archives and checksums.txt.
