Updated multiple dependencies and pre-commit hook versions to their latest releases, including `ruff` to v0.11.13, `yamlfmt` to v0.17.0, and `mypy` to v1.16.0. Adjusted Python version requirements for some packages and synchronized the `poetry.lock` file accordingly.
