Summary

Make dispatcher execution more evidence-driven, scope-aware, and explicit about verification status.
Clarify that slash-command aliases are host-specific and must not be claimed unless registered.
Add evaluation cases for preserving unrelated user changes and refusing unauthorized destructive/deployment side effects.

Added cases follow the existing JSONL schema and use existing scoring dimensions.
Repository validation and regression tests still need to run in CI; no benchmark improvement is claimed.
