Summary

Adds troubleshooting section to address issue #1211 where Penta SATA HAT fan remains on after system shutdown.

Why

User reported in issue #1211 that the fan continues to run after the Raspberry Pi/Rock 5A is turned off. This adds helpful troubleshooting steps to the documentation.

Changes

  • Included common causes and solutions for fan remaining on after shutdown
  • Provided workarounds: stopping service, adjusting temperature thresholds, physical disconnection
  • Added note about normal behavior in hot environments
  • Updated both Chinese and English versions consistently

Verification

  • Changes are purely documentation improvements
  • No technical specifications or claims beyond what is already documented
  • Both Chinese () and English () versions are updated
  • The troubleshooting steps are based on common fan control issues

Fixes #1211

- Add troubleshooting section for fan remaining on after system shutdown
- Provide workarounds: stopping service, adjusting temperature thresholds
- Mention normal behavior in hot environments
