Failure when executing preintegration builder
FAILURE:CheckApprovals Some checks are failed. See the step results.html

This reverts commit e7b5d48. Move the change to os.android.bsp.utils-bsp-apollo. Test Done: suspend/resume working; aplogs not showing the avc: denied error logs for suspend service. Tracked-On: OAM-113372 Signed-off-by: Qi Zhang <qi1.zhang@intel.com>
