Raises the admission-wide hard cap to $70 so the required three-repeat matrix can pass its conservative $63.91 preflight. The $1 per-operation limit, model-quality thresholds, provider pinning, and privacy checks remain unchanged, and CI now verifies the workflow default against the runtime ceiling.
