Needs attention: This branch compiles its requirements with Python 3.8, and pip 26.2.2 needs Python 3.9+, so pip only goes to 25.0.1 and pip-tools to 7.5.2, the last releases that support 3.8. This fixes certifi, but pip is still below 26.2.2.

Upgrades certifi from 2023.7.22 to 2026.10.19, pip from 23.2.1 to
25.0.1, and pip-tools from 7.3.0 to 7.5.2. pip-tools is upgraded because
older versions don't work with pip 26.2+. certifi older than 2026.10.19
and pip older than 26.2.2 trust the compromised emSign intermediate CAs.
Generated with make upgrade limited to --upgrade-package for those
packages.

The Python in this repo is just to build the docs. This backport is not necessary for security of Aspects.
