Upgrade to frontend-base 2.0 #157

Description

Catalog's upgrade to @openedx/frontend-base 2.0 is #156, which bumps the dependency, moves the one genuine default to App.defaultConfig, drops the nine keys that were never defaults, and carries the member-delimiter lint fix. This issue tracks landing it. Part of openedx/frontend-base#299.
