This PR will:

  • update Maturin version to 1.9.1
  • remove any publishing from the CI builds
  • create a manual publish workflow that can be run to do the publishing
  • add safeguards around publishing and tagging if the package already exists
  • fix 2 of the builds (windows and linux) that were failing
