At present, the Report and ReportBody interfaces are not compliant with the [Reporting API spec](https://w3c.github.io/reporting/#idl-index), as they've been updated to be dictionaries. This patch updates the Reporting WebIDL bindings to be spec-compliant, and fixes the regression issues caused by that change.
