Bump the maintained version from 0.3.0 to 0.3.1 for the startup animations and terminal web link fixes already merged into master.
The release adds three animated TERMCOURSE introductions while forum data loads, keeps complete link destinations visible for every domain, and opens links on a local Mac without selecting their posts. Wrapped and scrolled links keep their exact targets, and SSH sessions retain terminal-managed opening.
The matching v0.3.1 tag will run the existing cross-platform release checks and publish all six archives with SHA-256 checksums.
