ci: update CodeQL actions together

[krotname]

Updates both CodeQL init and analyze to the same pinned v4.37.9 commit so the workflow cannot fail from mixed action versions.

Supersedes #26.

Validation: git diff --check; full workflow validation is enforced by PR CI.
