The Ubuntu environment ships Docker, but nothing proved that GitHub Actions container jobs and service containers work on it.
The environment validation workflow gains an Ubuntu job that runs inside a container and checks out the repository there, and one that starts a PostgreSQL service and queries it. Stacked on #77.
Validation: YAML and shell syntax checks pass locally; the workflow has not run yet.
