docs: Update BACKLOG.md with latest feature audit#142

- Updated the Unranked Catalog to match upstream features and removed administrative commands out of scope. - Updated Gaps & Tech Debt by removing completed features (e.g., Gap 4) and out-of-scope items (e.g., Logging). - Added a new item for API Key overrides. - Ensured consistency between Gaps and the Ranked Backlog numbering.
