Update vulnerable development dependencies

Summary

• Update ESLint, esbuild, and Vitest to supported releases that work with the CI Node 20 line.
• Refresh the development lockfile so npm audit reports no vulnerabilities.
• Preserve the existing assignment patterns under ESLint 10 and declare the required Node versions.

Checks

• npm audit --audit-level=high
• npm test
• npm run lint
• npm run build
• Clean install and all checks on Node 20.20.2
• Base-to-branch dist/ comparison: 19 of 21 files are byte-identical. The other two contain only esbuild-generated syntax annotations and parentheses.
