- Add OpenSpec config and workflow tooling under openspec/ and .claude/
- Add opsx slash commands (explore, propose, apply, archive) and corresponding skill definitions
- Archive the completed http-request-timing change with proposal, design, spec, and tasks artifacts
- Add response-timing spec to the active openspec/specs directory
