- Add make install target that runs uv sync and pre-commit install
- Fix CI badge URL in README to match actual workflow name (CI)
- Replace uv run tox with make tox in README
- Update docs/development.md: fix setup command, Python version lists, remove nonexistent tox quick env, fix ruff target version (3.10), remove stale q dependency, add pre-commit to tools list
- Add pre-commit back to pyproject.toml dev deps after accidental removal
