Introduces PHP code quality checks to this repository, and wires them up to run on CI. Pushed the configuration first before resolving errors so that you can see the PHP CI workflow failed first, and then passed when the flagged issue got fixed.
Configures project with HM-Minimum to get security and other critical sniffs in place without any purely stylistic adjustments.
