Feat/asp retail ai location strategy

Changes:

• Add google-auth to dependencies and migrate dependency management to uv
• Add Google auth (ADC) initialization in init.py with graceful fallback
• Export root_agent from package in init.py for ASP compatibility
• Add ruff per-file-ignores for init.py (E402, F401, I001) to pass the workflows
• Update README.md with ASP-first workflow and uv setup steps as the primary path
• Regenerate uv.lock
