Adds dimension whitelist for the spawning of Evil Wizards.
-Spell Books only drop from mobs if player has a wand on their hotbar. -Added config to disable Magical Flowers from spawning with bonemeal.

A viable solution to prevent the End dimension (and possible future cases) from being overrun with Evil Wizards.
