Why
Hub generates prototype workflows with a Build Action commit that is unavailable in the public Replica repository. GitHub Actions cannot download that action, so builds fail before the prototype can be built.

Pin new workflows to
35cc2dd8676c336341ae2af1af7dd7be3b5f283d, the publichub-v1.0.0release commit. It contains the only public Build Action revision and the shared Controls files that the action needs. Keep the previous SHA in the release history so Hub offers existing workflows an update.
