🟡 Changes recommended
Pricing remains incomplete across inference jobs, and the fallback can exhaust the preserved spending cap.

* feat(workflow): port Actions pipeline AST from ado-aw Add typed jobs, steps, expressions, and output declarations with graph-derived needs and job-output bindings. Resolve and lower typed compiler contributions while preserving opaque legacy YAML, and migrate call-workflow conditions to the AST. Include graph and emission regression coverage and refresh the affected smoke workflow lockfile. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> * refactor(workflow): replace pipeline AST with native Actions model Model native workflow and job properties, reusable workflow inputs and secrets, and Actions-only steps and expressions. Remove the pipeline package and all compatibility APIs. Build and validate dependency graphs for every repository workflow YAML, including generated lockfiles. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> * docs(adr): add draft ADR-69755 for typed Actions workflow AST * feat(workflow): add AW Markdown source AST and Actions lowering Preserve complete authored frontmatter, prompt bytes, and source locations in aw.Document. Reuse the compiler for document lowering, complete in-memory configuration population, and parse native Actions YAML through a validated graph. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> * feat(workflow): preserve YAML comments and round-trip native ASTs Retain byte-exact native workflow sources and reconcile AST edits against their comment-bearing YAML syntax. Preserve action annotations, comment ownership across reordered steps and dependencies, and independent alias values. Verify unmodified round trips and edited comment retention for all 385 repository workflow YAML files. ) * Fix ESLint queue worker access and delivery health reporting Restore native Claude work-queue MCP access and agent-visible Refiner history. Fail unverified Claim delivery after independently valid sibling reconciliation, and cover preparation, permission, and settlement regressions. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> * Require branch notification before live workflow testing Tell users which published branch and exact reviewed commit will run. Keep live-effect authorization independent and clarify that a draft PR and merge are not prerequisites. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> * Publish reviewed staged Refiner lock for one live startup test Temporarily use the strict dry-run lock: safe outputs are staged and queue operations are disabled. Restore the production lock after the bounded hosted diagnostic. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> * Restore normal Refiner workflow after bounded live diagnostic Restore the exact previously reviewed normal lock after run 39051960708. Hosted history restoration and Claude startup passed; the diagnostic correctly stopped without queue assignment, so end-to-end Claim delivery remains unverified. Existing telemetry references are restored unchanged from the reviewed pre-test lock. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> * Specify and model Claim delivery health independently of capacity Require unsettled delivery to fail aggregate reporting after valid sibling reconciliation. Model staged isolation, false-green and early-stop controls, independent terminal release and pending-delivery witnesses. Document worker readiness and the limited coverage of hosted staged startup tests. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> * Preserve structured Claude work queue tool allowlists Reuse generic MCP permission scoping for structured work-queue configs without changing the native queue schema or Claim authorization. Cover scoped, wildcard, empty, and malformed allowlists while preserving native enablement and explicit disabling.
