Closing a PR that never deployed an E2E Worker currently fails cleanup because Cloudflare returns
10090, while the workflow only tolerates10007. Accept both missing-worker codes so cleanup succeeds when there is nothing to delete, while other errors still fail the job. error code "reference"Observed in this cleanup run.
