Best location of v_loop

Currently V_loop is stored in core_profiles but this choice is somewhat questionable as raised by @torrinba and @jmcclena in #360. Opening this issue so we can close this PR and move the associated discussion here.

Based on the pointname documentation

it seems like VLOOP for DIII-D should be stored in:
magnetics.flux_loop[0].voltage.data

I'm not sure I completely understand how this is measured or should be interpreted and it might be worth some further consultation with the magnetic diagnostics group
