Puts the remaining launch checklist on the roadmap, including the two settings GitHub refuses until the repo is public, so they survive outside one session. Also records the cold-cache users.info cost as a Phase 2.0 follow-up, and a testing rule from the two manual test steps that failed for the plan's own reasons.
