feat(webview): localize change card labels (B3b v2-13 locales, epic #1375)

What

Mechanical i18n parity for the B3b change card (v2-13 locales, epic Zoo-Code-Org#1375): adds the 10 changeCard.* keys to all 18 locale files under webview-ui/src/i18n/locales/*/chat.json (12 lines per file, 216 total). ChangeCard.tsx reads the keys through t(); this PR carries no code changes.

Stacked on #56. Split out of the change-card UI PR to keep #56 under the 1000-line hard cap.

Provenance

The changeCard block is byte-identical to the B3c L1 line (4c16c0017) in all 18 files — verified against that commit; the only chat.json deltas versus that line are unrelated base-state release strings, which this PR does not touch (216 insertions, 0 deletions).
