Updates the Debian/Ubuntu build-from-source prerequisites to refresh the APT package index before installing dependencies, addressing stale-index download failures reported in #281.

Adds
sudo apt-get updatebefore dependency installation in the Debian/Ubuntu build-from-source guide to avoid package-download 404 errors caused by stale package indexes.The verification workflow automatically uses the updated documented commands.
