This PR separates OPS report collection from privileged publication, keeping pull-request workflows read-only while a trusted workflow publishes preview links and diagnostics.
Changes:
- Switch report collection to
pull_requestand upload report artifacts. - Add a
workflow_runpublisher with PR and check write permissions, bounded execution time, and serialized publication.
