Creatures performing the Pray job will often ignore CTA, or when picked up and dropped, leave the flag to go back to praying. Creatures with important jobs to do (make a lair, payday) will ignore CTA, which I believe is expected, but in that case there should be a distinction between necessary praying to relieve anger, and idle prayer.
