0.7.0 additional binaries

This release contains additional sjsonnet 0.7.0 binaries. There are no plans to build graalvm and linux arm64 binaries for now.

• Sjsonnet now requires Java 17 to run.

A note is that we can only build the main jar and maven packages this time around due to stricter GitHub Actions policies at Databricks.
