Add null safety checks when accessing ExecutionContext.Instance and ServiceProvider
in HTML package handler constructors to prevent NullReferenceException during test execution.

- adds support for i18n-extract build configuration,
which is optimized for extracting i18n messages.
This configuration will exclude extraction of i18n messages

from Product libraries, providing a faster extraction process.
- if the MES version is below the required version,
it will fall back to the previous behaviour.

* chore: removing additional installdependencies references
